A question

I don't drive, so I'm not qualified to answer this question. When a person is third in row in their car at a busy intersection and they start honking because the first guy isn't going does it not honestly occur to them that they are stopped to let pedestrians across the street? Or is it that the driver in the third car wants the first guy to run the pedestrians over?
